De rechtsnorm is het volledige feitencomplex in de realiteit tezamen met natuurlijke, wettelijke en verdragsrechtelijke rechten (waaronder VRK en EVRM). Dit betekent dat conform artikel 3 VRK en artikel 8 EVRM, samen het beste belang van het kind bij iedere beschikking en iedere beslissing van enige importantie de eerste overweging behoort te zijn.
